Avant de se joindre au Bureau du DPB, il a travaillé comme économiste chez Emploi-Québec à la Direction régionale de Lanaudière, comme directeur de projets chez Investissement Québec au sein de la Direction des mesures fiscales et comme agent de la politique de l’impôt au Ministère des Finances du Canada au sein de la Direction de la politique de l’impôt dans le Groupe d’évaluation et de recherche.

Govindadeva est titulaire d’une maîtrise en science économique et d’un baccalauréat en science économique avec concentration en finance, tous deux de l’École des Sciences de la Gestion de l’Université du Québec à Montréal.
